Hilltops Council Rezoning Paves Way for Jobs and Regional Growth

Apollo Fabrication Group is set to expand its operations in Young following Hilltops Council’s approval to rezone land at 2–20 Telegraph Road. The rezoning clears the way for a staged, long-term growth plan that will nearly double Apollo’s workforce, boost the local economy, and reinforce Young’s role in regional manufacturing.

The rezoning decision was confirmed at Council’s July meeting after public consultation and approval through the NSW Department of Planning’s Gateway process. The land is now zoned E3 Productivity Support and RE1 Public Recreation under the Hilltops Local Environmental Plan 2022.

Apollo, a family-owned business founded in Young in 2000, currently employs around 70 staff. With strong demand for steel fabrication across NSW and the eastern seaboard, Apollo plans to grow its team to over 130 in the next decade and expand its production capacity.

The company’s upcoming projects — including the Australian War Memorial Annex in Canberra and the Barangaroo Pier Pavilion in Sydney — reflect its national reach. Apollo’s work contributes approximately $15.8 million annually to the local economy, a figure expected to rise to $25 million once the new facilities are operational.

The first stage of development will deliver a 4,000m² fully enclosed loading and storage facility. This will increase production capacity, streamline logistics, and reduce noise, dust, and emissions — aligning with Apollo’s commitment to sustainable practices.

Apollo’s long-term success is also underpinned by its investment in local skills. Its in-house training program, launched in 2022, offers trade qualifications for people in the Hilltops and surrounding areas. Thirty qualifications have already been awarded, with 12 more employees currently undertaking Certificate III or IV training under the NSW Smart and Skilled Apprenticeship/Traineeship program.

As part of the rezoning, a Voluntary Planning Agreement will contribute to infrastructure upgrades at the Telegraph Road and Murringo Road intersection — supporting broader regional development.

The company has expressed thanks to Hilltops Council staff and councillors for their support across the five-year planning process.

Apollo’s expansion marks a significant step forward for Young’s local industry, promising long-term jobs, economic resilience, and a sustainable future for regional manufacturing.
